Depends on who's counting, I guess.
I don't think that Edward was ever explained as to what he was made of. It's not quite like the Frankenstein Monster, which was pieced together from various dead bodies. When he accidently cut up his own recently crafted replacement hands, they seemed more like clay.
Hypothetically speaking, there's likely some organic flesh involved in Gadget and Edward, so they're technically Cybernetic Organisms, aka Cyborgs.
It gets real fuzzy where you draw the line. Is "RoboCop" a robot? He's got a goodly portion of his human brain in charge of his robotic limbs. What about The Terminator? He's got no organic nervous system, but is covered in flesh (until it's burned off).
Personally, I'd say that RoboCop is a man in a machine body. I consider The Terminator to be a robot in a man's skin.
The deciding point for me is the answer to the question that if you remove the organic part, is it still functional? The Terminator is. RoboCop isn't.
I've got lots of Cyborg figures. It's been a popular theme ever since the Six Million Dollar Man was popular in the 70s.
